How to Use This Checklist

  • Record the context before you make any judgments. Enter the date the assessment is conducted, who prepared it, the location, the candidate's full name, and the position or role being assessed. This fixes the assessment to a specific person and point in time.
  • Assess technical competencies. Rate **Job Knowledge and Expertise**, **Productivity and Output Efficiency**, **Work Quality and Standards**, and **Technical Skills and Proficiency** against evidence of the person's actual outputs and standards.
  • Assess behavioural competencies. Rate **Communication Skills and Effectiveness**, **Creativity and Innovation**, **Enthusiasm and Motivation**, **Cooperation and Teamwork**, **Professional Attitude and Conduct**, **Initiative and Proactivity**, **Punctuality and Time Management**, and **Attendance and Reliability** based on observed conduct.
  • Assess organizational competencies. Rate **Work Consistency and Reliability**, **Work Relations and Interpersonal Dynamics**, and **Dependability and Accountability** based on how the person operates within the wider organization.
  • Use the same five criteria for every competency. Each competency is rated **Excellent**, **Fair**, or **Poor**, and applying the same scale across the board keeps the evaluation consistent from one competency to the next.

What the assessment covers

The assessment is organised around three competency areas. The technical group covers **Job Knowledge and Expertise**, **Productivity and Output Efficiency**, **Work Quality and Standards**, and **Technical Skills and Proficiency**. The behavioural group covers **Communication Skills and Effectiveness**, **Creativity and Innovation**, **Enthusiasm and Motivation**, **Cooperation and Teamwork**, **Professional Attitude and Conduct**, **Initiative and Proactivity**, **Punctuality and Time Management**, and **Attendance and Reliability**. The organizational group covers **Work Consistency and Reliability**, **Work Relations and Interpersonal Dynamics**, and **Dependability and Accountability**. Each competency is rated on the same criteria: **Excellent**, **Fair**, or **Poor**.

Capturing strengths, gaps, and the overall rating

After the individual competencies, you record **Key Strengths Identified**, **Areas for Improvement and Recommendations**, and an **Overall Competency Rating**. A **Total Assessment Score (out of 100)** captures the numerical result, and the assessment is closed with a **Signature**, a **Finished At** time, and the real start and end dates of the assessment.

Frequently Asked Questions

A general competency assessment evaluates whether an individual is meeting the performance expectations for their role. It looks at technical proficiency, how someone behaves with colleagues and under pressure, and how effective they are within the wider organization. The structured approach helps ensure the evaluation is evidence-based rather than simply a general impression.

Performance needs to be evidenced across technical abilities, behaviours, and organizational effectiveness, not just whether outputs got delivered. Documenting strengths and areas for improvement against each of these areas means appraisal or development decisions can be explained and supported. Without that structure, managers and employees can leave a conversation with very different expectations, which makes it harder to agree what should change.

A good assessment records the administrative details first: the date conducted, who prepared it, the location, the candidate's full name, and the position or role being assessed. It then rates performance across a set of defined competencies ranging from job knowledge and expertise, work quality, and productivity, through to communication, teamwork, professional conduct, punctuality, reliability, and accountability. It finishes with an overall competency rating, key strengths, areas for improvement, a total score, and signatures from those involved.

The assessment should start by documenting the administrative details: the date, who is preparing the assessment and the location, and the name and role of the person being assessed. Each technical, behavioural, and organizational competency should be rated against the same explicit scale, then the evidence behind each judgment recorded. The process closes with an overall competency rating, a summary of strengths and areas for improvement, and a total score, along with the signatures and dates that confirm when the assessment started and finished.

Yes. The list of competencies and the criteria behind the ratings can be adapted to match your own evaluation framework, so the same template reflects the technical, behavioural, and organizational expectations that apply to the role you are assessing.
