Pre-Entry Construction Site Safety Check (3T SHE)
Use this 3T SHE pre-entry checklist to perform a comprehensive visual inspection of a construction site before gaining access, ensuring all Safety, Health, and Environment controls are verified and in place. Assess sign-in procedures, escort availability, emergency contacts, and site access permissions. Evaluate ground-level and overhead hazards including trenches, excavations, power lines, and roofing structures. Confirm safe work proximity, 3-metre mobile plant exclusion zones, scaffolding compliance, mutual control measures, mandatory PPE, evacuation and first aid readiness, and white card certification. Document findings with photos, assign corrective actions where needed, and export a detailed compliance report.

How to Use This Checklist
- Confirm the nature of the visit and note the site, date, time and who prepared the inspection.
- Check whether you can safely sign in at the designated entry point, and have the site contact's phone number to hand.
- Record the name and mobile number of your escort or designated contact, and confirm you have explicit permission to access the site if no escort is available, along with who authorised it.
- Inspect ground-level hazards for open trenches, debris, excavations, gates and guard dogs, and check for overhead activities such as power lines, multi-storey structures, trees, roofing frameworks, plumbing and downpipes.
- Assess whether nearby activities are being conducted safely, including roofing work, equipment usage and work involving water, gas, chemicals and power tools.
- Confirm the 3-metre mobile plant exclusion zone is respected around forklifts, cranes and other plant, and that scaffolding, balustrades, stairs and temporary structures look compliant and structurally safe.
- Verify controls in both directions: measures preventing your actions from affecting others, and measures protecting you from others' actions.
- Confirm your PPE is appropriate for every designated site area and that your valid GIT card (General Construction Induction / White Card) is in your possession.
- Locate the evacuation assembly points and first aid stations, and check they are clearly identified and accessible.
- If the site is unsafe and the hazard cannot be rectified immediately, confirm whether a formal Job Safety & Environmental Analysis (JSEA) has been completed.
- Record additional observations, identified hazards, corrective actions, an overall pre-entry safety rating and the approximate temperature, then close out the inspection with a signature and completion time.

What this inspection covers
Before you step onto a construction site, three things need to be true: you are expected and authorised to be there, the route in and the ground you will cross are safe, and the work going on around you will not put you in harm's way. A pre-entry safety check is the short, structured inspection that establishes those three things before access is granted. This 3T SHE pre-entry checklist walks you through a visual inspection of the site from outside or at the boundary, then through the access and sign-in controls at the entry point. It covers site access permissions, escort and emergency contact details, ground-level and overhead hazards, safe work proximity, mobile plant exclusion zones, scaffolding and temporary structures, mutual control measures, mandatory PPE, evacuation and first aid readiness, and White Card certification. It runs to 29 items and closes with a documented pre-entry safety rating.
Why it matters
Construction sites change hour by hour. A path that was clear yesterday may be an open excavation today, and a roof that was finished last week may now be an overhead activity dropping material into your route. Pre-entry inspection exists because the hazards you meet on the way in are not the same as the hazards a site worker has been managing all shift — you are arriving cold, without the local knowledge the regular crew has built up. The checklist treats a valid GIT card (General Construction Induction / White Card) and compliant PPE as conditions of entry rather than preferences. It also asks you to confirm an escort or explicit permission, and to check that you can sign in safely at the designated point, so that someone on site knows you are there and where you are.
Safety, Health and Environment controls to verify
**Ground-level hazards.** Inspect the route you will take and the area immediately around it for open trenches, debris, excavations, gates and guard dogs, and confirm that obstacles are clearly visible and avoidable. **Overhead activity.** Look up as well as down. Check for power lines, multi-storey structures, trees, roofing frameworks, plumbing and downpipes that could present a falling-object or contact risk. **Activities in your vicinity.** Assess roofing work, equipment usage and any exposure to water, gas, chemicals and power tools, and decide whether the work around you is being conducted safely. **Mobile plant.** The 3-metre mobile plant exclusion zone is a defined boundary. Observe forklifts, cranes and any other mobile plant operations to confirm the zone is being respected. **Temporary structures.** Check that scaffolding, balustrades, stairs and temporary structures appear compliant and structurally safe.
Mutual control measures
Site safety is not only about what you avoid — it is also about what you introduce. The checklist asks you to verify controls in both directions: - **Controls preventing your actions from affecting others**, considering parking, visit announcements and correct handling of hazardous chemicals. - **Controls protecting you from others' actions**, verifying access points, visitor sign-in and sign-out registers, barricades and safety signage. If the site is assessed as unsafe for entry and the hazard cannot be rectified immediately, the checklist asks whether a formal Job Safety & Environmental Analysis (JSEA) has been completed before proceeding.
Emergency readiness and completion
Before you enter, locate and confirm the designated evacuation assembly points and first aid stations — that they are clearly identified and accessible. Entry is prohibited without compliant PPE for all designated site areas and without your valid GIT card in your possession. At the close of the inspection, document any additional observations, identified hazards or corrective actions, assign an overall pre-entry safety rating, note the approximate temperature at the time of inspection, and sign off with the completion time. Findings can be recorded with photos and corrective actions assigned where needed, producing a detailed compliance report for the visit.
