How to Use This Checklist
- **Conduct the preliminary inspection.** Check that the construction panel is displayed and visible from the street and correctly filled in, verify the position of the pool or spa according to the site plans, and verify all existing structures, walls and features adjacent to the pool, spa or hot tub area.
- **Verify the site conditions and layout.** Check the presence of electrical wires in the pool area, the mandatory setback distances for the pool or spa including width and length, and the position of the pool equipment and of all deck equipment, where applicable.
- **Check the structure and reinforcement.** Verify that the reinforcing steel bars are installed in accordance with the structural design drawings or any other specified information, including the layout and details of the reinforcing steel. Verify the type of construction - gunite, poured concrete, prefabricated or other - and confirm the approval of the soil engineer, if necessary.
- **Verify the bonding.** Check the brass conduit or another approved material installed from the pool lighting niche, the bonding of the steel reinforcement to the pool lighting niche with #8 solid copper wire, and the bonding of the pool reinforcement with continuous #8 solid copper wire up to the pool equipment position.
- **Inspect the piping and rough-in work before plaster.** Verify all piping that will be covered with gunite in the pool area, the approval of all underground electrical conduits, and the approval of all underground plumbing and gas piping.
- **Check the gas piping.** Verify that the gas piping will not be installed under any structure, per CUP section 1211.4.
- **Inspect the pool enclosure.** Verify the requirements relating to the height and the positions of the pool enclosure, and the spacing of the horizontal and vertical openings in the fence.
- **Check the gates and doors.** Verify that all access gates to the pool enclosure are self-closing and self-locking and that the latch must be located inside the barrier and must open away from the pool area. Check that garage doors leading to the pool area are self-closing and self-locking, and that doors leading from the house have one or more approved door / pool alarms or an approved pool / spa cover with a permanent label indicating the listing information.
- **Verify the pool equipment.** Check whether the pool equipment drain is connected to the sewer system, verify all deck reinforcing steel bars, and verify that all metal parts located within 1.5 m of the pool are bonded.
- **Inspect the equipment installation.** Verify the correct location and inspect all equipment, the panel, motors, pumps, blowers, heaters, covers and associated wiring. Verify the height of the pool lights and their wiring, of the GFI and of the junction box above the maximum water level.
- **Carry out the final pool inspection.** Verify the drainage around the pool and verify all mandatory approvals, verify the final gas test and verify all plumbing and UV protection, and re-verify the pool equipment, the pool / spa covers and covers, the pool / spa enclosure, and the electrical supply to the pool equipment.
- **Verify the GFCI installation.** Verify the installation of the GFCI(s) for the pool equipment.
- **Complete the record.** Record the duration of the inspection, the actual start and end dates, and the signature.

What a pool and spa inspection covers
A pool and spa inspection checks a pool, spa or hot tub installation against what was designed and what is required where it is built. The work is usually split across the stages of construction so that each item is confirmed while it is still visible and correctable. A good inspection covers: - **Site and layout:** the position of the pool or spa according to the site plans, all existing structures, walls and features adjacent to the pool, spa or hot tub area, any electrical wires in the pool area, the mandatory setback distances for the pool or spa, including width and length, and the position of the pool equipment and all deck equipment. - **Structure and reinforcement:** the reinforcing steel bars against the structural design drawings or other specified information, including their layout and details, the type of construction - gunite, poured concrete, prefabricated or other - and the soil engineer's approval where one is necessary. - **Bonding:** the brass conduit or other approved material installed from the pool lighting niche, the bonding of the steel reinforcement to the lighting niche with #8 solid copper wire, and the continuous #8 solid copper wire bonding the pool reinforcement up to the pool equipment position, along with the bonding of all metal parts within 1.5 m of the pool. - **Piping and rough-ins:** all piping that will be covered with gunite, all underground electrical conduits, all underground plumbing and gas piping, and confirmation that gas piping will not be installed under any structure. - **The enclosure and access:** the height and positions of the pool enclosure, the spacing of horizontal and vertical openings in the fence, self-closing and self-locking access gates with the latch located inside the barrier and opening away from the pool area, self-closing and self-locking garage doors leading to the pool area, and approved door or pool alarms or approved pool or spa covers for doors leading from the house. - **Equipment and electrical:** the location and condition of the panel, motors, pumps, blowers, heaters, covers and associated wiring, the height of the pool lights and their wiring, the GFI, the junction box above the maximum water level, the drainage around the pool, the pool equipment drain connection to the sewer system, the electrical supply, and the GFCI installation.
When to carry out a pool and spa inspection
The checks follow the order of the build. The preliminary inspection establishes the site, the layout and the intended construction. The pre-plaster inspections confirm the reinforcement, bonding and piping before they are covered. The final pool inspection confirms the equipment, covers, enclosure and electrical supply and re-checks the work after construction is complete. Each item is answered **Yes**, **No** or **N/A**, and the record captures the date the inspection was conducted, who prepared it, the location, the actual start and end dates, and a closing signature.
